That depends on the size of the game, and the amount of time that head
administrator is willing to put in. Achaea currently fits that model,
insofar as I am that person. However, it's getting to the point where
player support is simply taking too much of my time, even though the other
Gods do handle a lot of things, especially in-role support (running
weddings for favoured followers, etd). So at this point, I'm trying to
find another responsible, mature, and fair person to take things over (I'm
also concentrating on automating anything from my end that can be
automated).

It is inevitable, if your world grows, and you wish to provide real
customer service (which most muds, including a lot of pay muds, do a
horrible job at), then there is no way one person can handle it all. Can
you imagine Everquest running with a small staff and only one person truly
empowered to handle situations? With 50,000 people online at once, I think
that would be impossible.
