I suppose each person's experience varies, but on every project I've
ever been involved in (either professionally or as a hobby), programmers
make the *best* leaders. They can tell how much time things should really
take; they are "inside" the program and understand it completely. Best
of all, they can lead by example. Non-programmers usually don't know
enough and just end up spending all their time building schedules and
task lists based on whatever the people on the team happened to tell them.
