NAME
check_privs() - Determines write privileges to a directory.
SYNOPSIS
int check_privs(object player, string str)
DESCRIPTION
Checks whether a player should have write access to a file based
on arch status and home directory.
EXAMPLES
check_privs(this_player(),"/realms/cratylus") returns 1 if
this_player() is cratylus.
