Wielders of the most common form of magic in the realms use
this command to perform magical acts. Clerics and Mages use
the %1cast%0 command the most often. Warlocks use a similar
command called %1wcast%0. A target is not always needed, 
depending on the spell. One thing which is required in this type of
magic is the preceding %1'%0 and the following %1'%0 around the
spell. This type of magic must encase the spell name in single
quotes.
