That's not your public IP address. It's an IP local to your network.

I don't doubt that people can access your MUD, but I am telling you that the IP address in that post is not your public IP address. You can find your public IP at http://whatismyip.org/, though it appears to be the one you posted initially: 173.28.12.230

That someone is on the same LAN as you. 192.168.*.* addresses (along with a couple of other blocks) are not routed.
