Comlink Transmissions

This is the bare bones version of comlink transmissions that I've been working on. I
am finally starting to work on upgrading it, and will be posting subsequent updates, as
I've decided to do more of the community work, since I've hit a bit of a slowpoint.
Traditionally, I didn't want to release this because it held a bit of the uniqueness
of my mud in check, however, I see no point in withholding it anymore.

The comlink frequencies are extremely simple, and have much room for upgrading. The
groundwork is solid and should easily install into just about any SWR without much
problem, if you're experienced at doing these types of things.

Features:
-A simple version of comlink upgrades, mainly the basic frequency upgrade. Special
  functions to support it.
-Uses the value0 of the comlink to test for identical channels. Six digit
 frequencies, part of parsing code taken from SWFotE's version of personal
 frequencies. 

Notes:
-Very bare bones.
-For simplicities sake, it ignores extra comlinks with the same frequency, this could
 be a little bit unrealistic and take away from the feeling.
-Always visible to immortals with the transmit channel on.
