Atlantis with absolute power, but has enstated a king and queen as a puppet
government to appease the people of the city.

The entire extent of this man's skin is covered with odd painted symbols. 
In fact, he is wearing no clothes other than a thin robe. Although he seems

importance amost the people of Atlantis.
