Syntax:  .ptell <user> <picture_name>

Results:  Sends a picture to a user to view privately, where <user> is the
          user you wish to see the picture and <picture_name> is the
          picture you wish to send.  Type .ptell by itself for a list of
          pictures.

Example:  To send a picture "ack" to scupper, type: .ptell scupper ack
