Syntax:  .promote <user> [<level>]

Results:  Allows you to grant levels to other users, where <user> is the
          person in question. If number is not specified, user will be
          promoted up 1 level. Otherwise, to the level number specified.

Example:  To promote necros to 4 *laugh*, type: .promote necros 4
