Syntax:  .pcreate <name_to_give> <level> <password>

Results:  Allows you to create a new user from inside the talker, with 
          the name of <name_to_give> and a rank of <level>, where level is a 
          number <= the max level, and which conforms to the globals 
          PROMOTE_TO_SAME and PROMOTE_TO_ABOVE (based on your level) set by 
          the admin. The password field is REQUIRED. The user's last site
          and hostname will be made 127.0.0.1 and localhost respectively.
