Results:  Allows you to see the user from which speech, tells, shouts, 
          echoes, emotes, broadcasts, etc., originate.  Best used to
          monitor the abuse of invisibility and echoes.

          There are several TOGGLE options for monitor.
          1. off
             Monitor nothing.
          2. users
             Monitor user acitivity for the above criteria.
          3. incoming logins
             Monitor incoming connections from hosts before
             a user logs on.
          4. users and incoming logins
             Both 2 and 3.
