Syntax:  .clist [<topic>] [<expression>]

Results:  This command by itself shows a list of topics a high level
          user can filter from all user files.
          With a <topic> specified, it will show the info for <topic> for
          ALL users in the database.
          With an expression also specified, it will filter the previous
          info out based on the expression.

Example:  If user types ".clist ranks", it will display to that user all
          users in the database and their rank.
          If user types ".clist ranks 2", it will display to that user all
          users in the database that are level 2.
