Results:  This command toggles allowing new users on the talker.

          There are several TOGGLE options for allowing new user
          1. new users are allowed to create their own accounts upon
	     connection to the talker.
          2. new users are not allow to create their own account upon
	     connection to the talker. A staff member can make it with
	     .pcreate
          3. new users accounts are created on an email verification
	     basis. upon connection to the talker, the talker detects a
	     new user and asks for an email address. a randomly generated
	     password (along with the selected username) is then emailed
	     to that address. When the user receives it, they then can
	     reconnect and login.
