As of 03/17/2002, versions are labeled as:
 <major version>.<minor version>.<patch version>

So in 1.3.0, 
1 is the MAJOR version, 3 is the MINOR version, 0 is the STEP version

Stable versions have EVEN minor version numbers, i.e. 1.2.3, 1.4.0
Development versions have ODD minor version numbers, i.e. 1.3.0, 1.5.1

Stable step versions (e.g. 1.2.3, 1.2.4, etc..) will only be released with 
critical fixes..security fixes, crash fixes.

Development step version (e.g. 1.3.1, 1.3.2, etc..) can contain anything.


So development of versions might go in an order such as this..

1.2.3 (stable version, patch level 3)
1.2.4 (stable version, patch level 4)
1.3.0 (devel of a new version)
1.3.1 (devel version)
1.3.2 (devel version)
1.4.0 (stable version, new)
