Short: Extension of func_spec syntax

make_func: should allow func_spec declaration a la

    int sscanf(string s1, string s2, lvalue mixed dest...)
                                     ^^^^^^
or
    int sscanf(string s1, string s2, mixed &dest...)

so that functions like sscanf() are no longer a special case.
