* Privileged users should only use their privs on a user if they have
  been breaking the rules or when requested by that user.
* Do not kick a user for disobeying the rules unless they have been
  .warned first, or unless they crash.
* In cases where people are abusing the shout facility, they should be
  gagged rather than kicked off.
* .name is NOT to be used to rename yourself or others to silly names.
  Unless it's extremely amusing etc.
* If you think someone is mis-interpreting a situation, or the rules, do
