~BM*** Tell ***

~FTUsage:~RS tell <user id[@<server>]> <text>

This sends a private message to another user who can either be located on
the users server or on a remote one. If the user has the NOTELLS flag toggled
on their your tell will not get through , however if they are AFK they can
review it from their tell buffer using the revtell command.
