Simple timelock system that kicks regular users during "lockdown". Also does not allow regular users to join if game is in lockdown mode. Very useful if you are running a local MUD at varsity and the powers that be don't want MUDs running during lecture times.

Can be exapnded to allow for dynamic addition and deletion of timelocks, but should work for simple scenarios.
