Okay, this is my muds 'raiding' system, what this does, is allow one sect, to raid another sect, (we have rebellion/alliance) if 25 players are online, you could raid the hometown of the other sect, it creates mobiles, that are hostile to anyone of the other sect.
Since most muds don't have sects like my mud, my recommendation is that you change it to guild raiding, but meh, there is plenty of options here for playability.
Your mud will most likely require special code to allow the mobiles to attack each-other and work on your side.
In anycase, this is a nice feature on my mud that everyone seems to enjoy. I figured you would all enjoy it too.
