Well, the FAQ does answer it… (especially if you read the rest of the FAQ) it says you must release modifications if you release the program publicly. They make clear elsewhere what it means to release the program, and it means making the source code available, not merely running a network server.

But yes, such a clause would be disastrous (and rather silly). I'm not sure such a clause would even hold up in court, to be honest, but then again IANAL and all that. It would make for some very unhappy users, though. :smile:
