This package has also been removed for violation of the licensing terms. Specifically - lack of inclusion of the required license docuements, and for improper distribution of GPL'd content with non-compatible code. Specifically the cygwin.dll file.

Not true. The cygwin.dll file is covered under the GPL. The issue was already covered at length in a TMC thread in which Tyche did a good job of researching it to find out that it's not legally compatible with Diku style licensing because of the imposed restriction against profit.

Check your PMs. Reasons for rejecting files before approval are sent there. Our policy is very clear: Comply with the licensing that governs your submissions. We don't care what other sites do and don't allow.

By the way, there is no "The Isles 1.5 W32", it's "The Isles W32" based on "The Isles v15" and it can be found (Link removed in accordance with Rule 5)

Minor naming point. The documentation in the file itself refers to version 1.5. Irrelevant though. The package is still non-compliant and won't be distributed here until it is compliant.
