A snippet I made to allow you to set cooldowns in your mud on skills and spells. I use it to emulate things like lay hands, where in D&D you could only use it once per day.

BUG: Didn't add the parts to save/load the cooldowns, therefore someone can just relog to drop cooldowns. Don't forget to add these in where you load and save chars.
